The Cedar River runs through the downtown of Charles City, located in Floyd County, making the downtown a central place for gathering, business, entertainment, and more. Following the floods of 2008, the City is interested in transforming the northern bank of the river to a park that would utilize space and mitigate future flood risks without losing the downtown as a hub of the City.
